Help with signal conversion

hello,
i was wondering if there is any way to change the signal settings (color settings) from ntsc to pal-m without the use of a converter (transcoder).
Is there an app that would do the trick? i heard that here in Brazil they also install some kind of chip into your tv's motherboard and adjust it, but that's way too expensive, and I don't want anyone messing up my tv. can that be done with a vcr? don't they have this option?
