shrink hdmi input (live tv) into a window in chrome or apk

Hello all, been a while and i hope all are well. We want to include the hdmi input in an app or in a web app in chrome. we do not plan to alter the hdmi stream at all, just place it in a 1/4 box around which we will have other graphical elements. i know there is no easy way to overlay osd etc but can the entire stream be 'boxed' and placed int eh browser or webapp apk?
