Without a custom recovery there won't be any development.
How would it be possible to flash any ROM's without a recovery?

You technically don't need a custom recovery to install custom roms, furthermore a custom recovery doesn't mean that you can flash custom roms.

Look at the Logitech Revue (2.1) for instance, even though we acheived root, there was still code signing at boot that could not be worked around, we could modify most files and essentially make a custom rom, but not a custom recovery.

So, really a multi-step process:
1) would be finding an exploit that would let you install the recovery
2) is finding an exploit that allows you to boot the recovery
3) making said custom recovery
4) getting it all to boot

Needless to say, quite a bit of work to make it all work like on a phone. Sadly the security on the GTV's is ridiculously more complex than most phones (for no good reason).
